Look at the electoral mechanics of the Gaza election... Hamas won a majority of the legislative seats with a 40+% minority vote... There were a significant number of "at-large" seats which Hamas voters voted in disipline while the PLO voter split their votes... Second, there are many who want to believe Hamas really is not a terrorist group and does NOT meant what it says...
