Short answer: no. Why would any country spend money on nukes when they're already covered by "The Enforcer" or "Policeman of the World" the U.S.? The fact of the matter is this: North Korea will talk a bunch of BS, but not be able to do much of nothing. China, in the end, will not appreciate having their foreign policy dictated by the backwards NK's welfare military dictatorship.
