I disagree.
The only one against multi-talks were NK, not any of the
participants,
including China.

The problem your having is in identifying the 2 major opponents:
North Korea and South Korea...not Japan.
Japan is sometimes used by NK as a scapegoat.
The U.S. has already positioned Patriot ABM's in Japan, and it would
be a
safe bet that any future techs or more Patriots be stationed there if
Japan
really wanted them.
To say that it is somehow Obama's fault before it ever happens is at
the
very least, premature.
I see no indications of that other than the typical right-wing
political paranoia.
