you are confused

just because the government is not specifically prohibited from doing
something does not mean the government has the power to do it

on the contrary, unless the federal government was specifically
delegated a power to do something,  doing that is unconstitutional.

its good the government does not know who has all the guns.  The fear
of a congressman or a senator of getting Lined up  by an honest
citizen pushed too far is probably a good thing to exist.  Polticians
realize that there are always going to be nutcases and there is not
they can do to prevent that other than what happens daily. If it comes
to them acting in a completely dictatorial way, then its honest
rational citizens who are going to be thinking about a Lee Harvey
moment and I suspect that avoiding such a scenario keeps some of those
political whores in line
