Richard, The thread title is absolutely correct and in line with the sentiment of the lower court rulings, thank God they appealed it. There have been NO firefighter promotions in that city since the original suit was filed.. over six years and the department has fuinctioned well. It may well be that the city needs to take a look at whether those positions are truly necessary for function or are there as beaurocratic "necessities" only. I really see no problem with it. To be called conservative though?? I am really not in line with any label other than Independant not having resided in the US for over 18 years now.
