The server is 240ppm low in frequency, and keeps stepping. Take a look at your drift file, delete it, and restart ntpd. My guess is that it contains a rather big value. I have seen ntpd* somehow come up with a wildly wrong drift value, and then get into a pattern where the repeated steps keeps it from recovering. http://n1.taur.dk/testplot-173.220.95.86.png This plot is your server seen from mine**, at 17 second intervals.
