The server is 240ppm low in frequency, and keeps stepping.
Take a look at your drift file, delete it, and restart ntpd. My guess is
that it contains a rather big value.
I have seen ntpd* somehow come up with a wildly wrong drift value, and
then get into a pattern where the repeated steps keeps it from recovering.

This plot is your server seen from mine**, at 17 second intervals. The
red is Tyours-Tmine, the green is the same data, but with a 240ppm ramp
added. I'll keep collecting data for a few more hours and then stop.

Thank you for the plot. I took your advice and changed out the drift
file, the old drift was -375.030, at last check the newly written one
was -160.970.
The server is currently scored at 9.4 which soon should put it back into
the pool, but we will see if it maintains the climb or drops back down.
Still having reach issues however.
