For the server command, no. ntpd just keeps on using the IP Address it found at startup time. I think it keeps trying until it gets an answer so "startup time" may be a long time after it was actually started. For the pool command, it tries again to get more servers if any of the current servers stops working. It doesn't check to see if the servers it is using are still in the pool. -- These are my opinions.
