What's in /etc/postfix/rbl_override ? It obviously does not match 40.107.93.98

I see it now.

If you are trying to whitelist sender domain, you must use check_sender_access, since check_client_access checks sending IP address or hostname that IP maps to, which is in this case mail-dm6nam10on2098.outbound.protection.outlook.com.
