Messages in "maildrop" are typically not yet fully formed (have not been
through) cleanup. They should not go into the "hold" queue, as they
cannot legitimately be moved into "deferred" via "postfix -H".
Just move them to another directory in the same file-system.
Alternatively, configure a custom cleanup service for pickup in
master.cf and configure that cleanup to hold all mail.
