Either I read that wrong, or it is just wrong.
You need DKIM before doing DMARC.

I understand that question, but that question is wrong / incomplete.

Rewording that question: Will configuration at my transmitted end
grantee me acceptence at the recieving end?

Answer: No, but it increases your chances.
