I've become curious about it.

bar, but I've never seen any console program which has its
own menu bar or its own context menu.
Is it really a console proggy? What is this program?

I suspect this proggy is not a genuine console program.
Or, the other possibility might be that it's a 16-bit DOS
proggy, in that case ntvdm.exe is highly likely the one
which controls this proggy in NT machine.
