9.1 is the last OS that will install without a hack on old world machines. There is a hack and it works well take a look at http://eshop.macsales.com/OSXCenter/OS9Helper/Framework.cfm?topic=32

Personally 9.1 ran fine for me as classic, however, 9.2.2 works even better.

9.2 does have a lot of fans, however, I so rarely use OS 9 anymore, I can't speak to it first hand. You may well want to check out the forums at http://www.os9forever.com/ Lots of good discussions about the various flavors of OS 9.
