Check out Elmer's School Glue!  50/50 mix with water and applied with a bug 
sprayer.  Cheap and not a Chemistry issue at Catawba.

Exelon, LaSalle County Station would like to know what your sites uses for 
Encapsulant (Contamination Control) on highly contaminated material, parts, 
e.t.c..
We currently use Humex which is high in TOC and not able to be handled by our 
Radwaste Processing System (ALPS).
