Basically, our methodology is the goal is set prior to the outage and that is 
the goal based on planned work.  Out take is that the goal is the goal.  We 
don't think it buys a lot to keep changing the goal (other than to confuse 
people), so we acknowledge it has to be changed and either set a new "target 
goal" if we will exceed the original goal or a "challenge goal" if we will be 
below the original goal (i.e., reduction of scope).
 If there is a situation that develops that would prevent realistic achievement 
of the goal (crud burst or added emergent work), we would set a new "target" 
goal based on analysis of how much additional dose it would add.  We have 
chosen to do this through an ALARA Subcommittee when it has happened.  We 
document this in a condition report. Our ALARA Committee does require an action 
plan prior to exceeding a station dose goal (again, this is typically done 
through an ALARA Subcommittee).  If the station dose goal is/will be exceeded 
by >20%, we document in a condition report and perform a causal analysis to 
determine proper corrective actions.    On the other hand, if it is recognized 
that the goal is too high at some point, we would set a "challenge goal" to 
challenge the organization to better performance, but not change the goal.  In 
a nutshell, that is how we go about it.

Subject: Powernet: Quick Question (Outage Dose Goal Revision?)

At SONGS, the outage dose goal is set prior to the outage like all sites.  At 
the onset of the outage, we had  higher than expected dose rates (crud burst 
with new generators) and revised our outage dose goal accordingly.   Would your 
site have revised the outage goal is similar event occurred?

In addition, during the outage it has been determined that additional emergent 
work will be required to support increased inspections on our steam generators 
which is dose impacting.  Would your site revise your outage dose goal a second 
time based upon the increased emergent work expected?  Or would your site 
maintain your revised dose goal as is and track the emergent dose as separate 
goal?
