Note that there can be surges even not during startup. A classic case is when
some component goes to sleep and then wakes up again (which, amazingly
enough, can mean the system crashes once it gets too _little_ to do).

Fair enough; if you've tried two different (and adequate) PSUs, it's unlikely
to be the culprit.
