If you are using "consumer' broadband you are sharing this connection with 50 other users - the contention ratio. This will be why you experience slowdowns. 256k / 50 = 5k

Your alternatives are go for lower contention ratios - Bulldog and Demon offer such packages and most ISPs offer Business Broadband at 20:1 contention ratio.

You might also look at SDSL which offers the same upstream speed as downstream.

BT is also not the speediest ISP - there are league tables which might give you a better idea.
