Business Broadband does have a contention ration of 20:1 - what that means is that if all 20 in the loop are using the broadband then speeds will slow, and you can certainly expect slower upload speeds.
If you have home broadband it could be worse because it is contended at 50:1.
However generally as you use it throughout the day - you won't notice huge slowdowns. There are some ISPs who offer 5:1 contention ratios, and some Broadband providers are faster than others.
ADSL Guide will help you make a choice. But be warned, prices for Business Broadband are about to go up as the wholesale cost has been raised

I would not expect speed and reliability for commercial photo-library use for �25.
With BT you get I believe 512/256 at contention ratio of 1 in 20, so your minimum (=normal?)
upload speed is 256/20, or a quarter of the 56k you get on a normal phone line.
