LIST MUM NOTICE: This thread will remain open during the day as to round up other suggestions Patrick may receive, and will eventually close , since the discussion started with Photoshop but is ending as an Operating System issue.

I tried reinstalling over the top but it made no difference. I am presuming that is because I didn't throw away any preferences before hand. My question is which preferences should I lob and from which library?
Before playing on your own, I would suggest to try any of the utilities available to test your OS.
This includes my favorite, Panther Cache Cleaner and Cocktail ( both shareware) and Tinkertool or Onyx
( freeware) also do a good job of checking the Prefs and and caches and change-replace what shows up as not working well. Those utilities also repair permissions and many other features which may help you solve problems before jumping into fsck-y terminal command in single user mode or other stronger actions.
If you have the chance , erase your drive and create at least a second partition( 15 Gigs or so), and install the OS also in that partition so you can boot from there at any time. This is the equivalent of having a second User , but with obvious added benefits, the most useful is to have programs like Disk Warrior and Tech Tool to be able to check your machine( both hard and software) without using the program's CD.
If you still want to go manual, then run a local search for Adobe and other for Photoshop and you will get a list of Preferences. If you erase them all you most likely have to proceed to reinstall the app too, but in general this massive replacement works.
