It sounds like a display or resources problem if it's affecting more than
one application.

Bearing in mind that I'm as qualified as you when it comes to talking about
display or OS problems, you could try to 1) Repair permissions 2) Run
MacJanitor, or a similar utility, or just open Terminal and run these
commands: 
sudo periodic daily
sudo periodic weekly
sudo periodic monthly

I found it helps to open the Show Info dialog from the File menu and then
from the Display screen select Blink for the cursor. This way I know
Terminal is doing something!

If you must delete Photoshop prefs, hold down all the modifier keys
before/as you start Photoshop in order to bring up the option for deleting
prefs.

If find no joy, try a disc repair utility such as DiskWarrior from Alsoft.
If still no joy, try posting to a Mac forum.
