Yes, if you throw the carts away, but not if you refill them. With my old 1290, I kept all the 'empty' carts, and eventually sucked the unused ink out with syringes and had enough to refill several carts!
The point is that the Piezo printhead on Epsons does not like being empty. The head is designed to work on ink - a viscous liquid. Replace that viscous liquid with thin air, and the head may damage itself trying to pump air out. So the printer has to tell you to change the cart before there is any possibility of the cart being really empty and air entering the head while the printer is printing. Air that enters during cart changes is sucked out by the vacuum pump during priming/cleaning.
How much ink is left in the carts depends on how accurately the printer can count the drops of that ink you have used, and how much has been wasted during cleaning cycles.
