I don't think that's true...You will get some degradation, or rather a very
minute change in the value of some of the pixels, even if a JPEG was saved
at the highest quality setting and then resaved after striping only the
non-bitmap data.

If you were to strip the non-bitmap data without opening the file, then you
may escape "degradation." Hopefully, Photoshop CS II will give us the means
to strip camera EXIF data from within the File Browser without opening the
file. <g>
