It would be a good thing if the software being developed for the Space
Shuttle or for life-support equipment. (And, actually, those
industries do have some of these qualities.)

It would probably kill the custom software industry. That might not be
such a bad thing. If 80% of the industry is producing failing
products, that a lot of bazillions of dollars just wasted. Admittedly,
wasted on data hos, but wasted.

Perhaps a compromise. Public companies, governments,  and those who
want it use licensed practitioners; folks who want to DIY could. You
want to sell into the F500, you need to get your products badged,
probably with certified practitioners, processes and testing.

Who knows? HIPAA and SOX made some consultants a lot of money.
