The Chief of Staff, like the vice president, serves the president and is 
duty bound to reconcile to the President's wishes, so I'm sure, if Rahm 
Emanuel become too divisive, abrasive, or contentious, President Obama 
will straighten him out.  LOL  The mere appointment of Rahm Emanuel to 
"Chief of Staff" is not a breach of President-elect Obamas commitment to 
set aside partisan politic and unite Americans for the good of our nation.
