As far s I understand your work arround, it just ignores the indicators entirely. This is still not yet quite correct.Indeed, the sorting is done currently for the full subfield value.
Ic. This will result in a rather large chunk of data in areas like "The" or in german documents for the articles (having a bunch of them in this funny language: der, die, das, eine, ein ... ;) This might even have impact on the internal search tree, I fancy. At least if you have a really large collection and collect a many documents in the subtree below the articles.
The good news is that we are about to introduce a new Invenio module called BibSort that will allow for flexible sorting rules and that will result in much faster on-the-fly sorting (due to pre-sorted buckets).
Don't get me wrong on the sorting issue: for me an electronic catalogue is not "just sorting paper cards faster". ;) But the above might be an issue to think about, and it's the very reason why non-sorting characters where introduced. Besides, I think it's easier for the user to find a specific item if it sorts that way.
So this is perfect timing to think of all the possible sorting needs we all have, like the one you mention. Please don't hesitate to send to the list your concrete sorting use cases and requirements.
I think that respecting the non-sorting chars indicator should be strongly considered. There's even more than just 245 that gets touched by this very indicator. Don't know if this is an issue you tackle with the new module as well: there's also an indicator for the 100/700 fields refering to the sort order in the names being firstname lastname or lastname, firstname. It makes sense to respect this as well. During sorting but also in visual display. Ie.
