Ok! The patch to invenio was actually rather small. It is in my AFS repo
as branch 431-631-dateutils_first_of_month_change
Notes about the branch: since it will likely take some time for the
dateutil changes to be accepted into the official dateutil repo, use of
the changes are gated on CFG_INSPIRE_SITE. All tests related to first day
of the month/whole month ideas are also gated until the change is
accepted. This requires all our dev people to use the updated dateutils
when they are developing with CFG_INSPIRE_SITE.
