that's exactly what you can do already today with Invenio and we are
indeed using at CERN, by using multiple collections, protected with
different authorizations, backed by multiple submission/approval
workflows.
The current submission and approval workflow framework implementations
though are currently extremely complex to use and we are therefore in
the long-term process or rewriting them from scratch.
