In Russian I face with this issue very often because of declensional endings.

Russian (as I want to translate):
Описание того, какие из параметров подсистем являются обязательными,
приведено в _ГлавЕ 3, Подсистемы и параметры настройки_.

But the <xref> output in Russian is "ГлавА 3, ...", so the last letter
(declensional ending) in the word "Глава" ("Chspter" in Russian) is different
from the last letter from my example ("ГлавЕ 3, ..."). And the translators
always have to find the way to translate such sentences to make them look like
Russian ones (not "English in Russian").
But in this case translator know the first word ("chapter","section") at least.
If the document author removes the first word from <xref> output the
translators will not be able to find out what the title will be added instead
of <xref> link.
I don't know whether there is such issue in Spanish.
