Mike: Travis vs GHA itself isn’t that many different codepaths in
plugin-template (just generating the .yml file), since most of
our logic is
in scripts.

would lock us into GHA, and against using CentOS CI.

Fabricio: if we support Github Actions AND Travis, run the
plugin_template against both to test both CIs.

Waiting for more feedback from pulp-dev thread.

Pre-releases would make it easier to test out ansible-pulp, etc

Will start discussion on pulp-dev next week after conferences
