The idea is to get existing bug fixes out now, in a way that should actually
reduce the mean time to delivery for all bug fixes.

If we hold known fixes pending the resolution of other issues, it actually
slows down the process by cluttering up the queue with re-reportings of
solved problems, exposes us to the risk than by the time today's set of
"must be in the point release" tickets are closed we will be making the same
arguments with respect to tomorrow's set of "must be in the point release"
tickets, and kills our momentum.

Numbers are cheap in general, and numbers to the right of the decimal point
are even cheaper.  There's no reason we can't have a string of point
releases pushing fixes as we get them.

Releasing an incremental point release doesn't need to delay the fixing of
any tickets; if a bug is fixed in 0.25.2 instead of 0.25.1, but 0.25.2 comes
out
