But of course, that's not what the "modules" bit is actually intended
to mean (sorry).  Obviously, the file serving docs and the File docs
are out of sync.

I still maintain that it would be worthwhile to try the URL form I
suggested, if only because it would be quick and easy to do.  If
Puppet has a bug in resolving the URL to a file name then it might be
that one form works but the other doesn't.  Additionally, Eric didn't
mention which version of Puppet he is using; it may be older than the
first one that implements the /modules mount point.
