Not a transistor.  This is a 7805 regulator. It is _not_ a press fit,
but is (well should be) held onto the heatsink with a bolt into a
threaded hole.
My guess is that someone has forgotten to fix it.
It may well simply be that it has died through overheating.

If it does need fixing, then you have to de-solder it from the board
first, and clean out the holes.  Screw it onto the heat-sink (preferably
with some heat transfer compound - normally white, but plumbers silicon
grease will do), making sure that the pins are facing away from flp
connectors.

You then reassemble and resolder the heat sink.

Have you checked the SGC 5v rail - my betting is it is low or zero.
