In addition to architectural considerations, you might want to try the
HAPPYMAIL patch I developed to address the problem of changing user
behavior.

This page and the software are a bit out of date, as we no longer use
Qpopper in production, but I don't anticipate that adapting the patch to
current Qpopper code would be all that hard.  I'd be glad to answer any
