In addition to architectural considerations, you might want to try the HAPPYMAIL patch I developed to address the problem of changing user behavior. http://home.uchicago.edu/~dgc/sw/qpopper/index.html This page and the software are a bit out of date, as we no longer use Qpopper in production, but I don't anticipate that adapting the patch to current Qpopper code would be all that hard.
