I believe that's why we have prisons and the death penalty Wheel!
But I hardly think Sadam was doing "Goofy" murders, this man cut off his 2 son in law's heads because they told what his WMD plans were, isn't that a threat?
You know before 9/11 it was only a plan to knock down the WTC but this plan was executed.
Sadam's son in law's told his many plans but these plans will never be executed now.

Threat has to be measured in percent and not gut feelings. Even our friends
and neighbors pose some type of threat under the right conditions. Consider
how many friends in the USA kill their friends, families and love ones under
very goofy reasons.
