Tor Browser is stored entirely in Whonix-Workstation's "private" storage (/rw/) 
- specifically, in /home/user/.tb/

Malicious code that resides in or alters code in an appVMs private storage will 
persist through reboots.

Using a DisposableVM for general web browsing is a prudent idea. A custom 
disposableVM can be made using Whonix-Workstation as a template by following 
the instructions in the Qubes docs.
