Almost all of my NTP servers were restarted today after downloading and compiling NTP 4.3.0. From the graphs plotting offset versus time:

it seems to me that for the PPS-drived devices, 10 microseconds offset was reached within a few minutes, and full stability within an hour (say within a couple of microseconds). Yes, it's not immediate, but it's not "many hours" that I see here.
