I haven't used the marker tools yet. What I'd do in that case is pick one of the tracks not muted, then go to the start where you want your volume change to start, and then hold down the shift key to select the number of measures or other such data (change this in the zoom function in the view menu) and with that selected, run the tool and see if that does it.

I then go and look in events, expecting a series of events to be present on the track, like you'll find for the tempo progression, but there are no events inserted to change the volume.
