The delay problem is easy. All you have to do is adjust the buffer size in the 
cool soft options menu. I have mine turned all the way down to zero, and it 
doesn't stutter, at least, if my PC is working smoothly. About the note 
problem, is the whole keyboard transposed, or is it just to C that sounds 
wrong? If it's the whole keyboard, you might try pushing the transpose button 
on your controller.
