Thanks for providing the log. For some reason the Radio gets the message to play a stream at 05:14:15. At the same time it realizes that its the alarm time and fires the backup alarm.
Only at 05:14:18 it receives the actual alarm event from the server (so three seconds late) and ignoring at as the fallback-tune is already playing. Maybe you should also activate the alarm related log on your server (set it to 'debug') and compare the times. I think this Radio log is worth sending to support and creating a bugzilla entry from it.
