mmd-osm left a comment (openstreetmap/openstreetmap-website#6361)
I don't know if it's feasible to identify the root cause for these deviations,
given that it's 56k out of 171 million changesets. As a starting point, a list
of relevant changesets for the last year or so would be good. Maybe there's
some pattern in the data, like, it's always happening for some app or either on
Rails or cgimap.
