I had a quick look at https://www.openstreetmap.org/changeset/168981909, it
seems both nodes have been changed and we still see a deviation for the number
of changes. Do you happen to have an example where nodes haven't been changed
at all?
I haven't really looked much into the code, but I'm assuming that you would
upload all changes in a single request, like everyone else does, right?
