At first I was surprised that noone would interrupt a bike thief in operation, when I heard about pedestrians not intervening when someone is stealing right out in the open. But then I realized, people probably are not interested in getting into a confrontation over a bike. Now if someone was stealing a baby out of a stroller, I could see Joe Citizen feeling that was worth the risk of getting beat, stabbed, or shot over.
