SKS chromoplastic fenders are easily trimmed with a pair of cutters and smoothed with a Dremel... That's how I do small tweaks to get it to fit between forks/stays without being bent or squished. A Dremel (or other rotary tool) will give you a lot of control to smooth it out and make it look neat. But the other problem is, I'm not sure whats actually making that rattle, though. I've never had that happen, nor have I ever needed to trim that front area of the fenders. do you have a front rack/basket that it's rattling against? Photos would help.
