Is it rattling under the fork crown, or against the fork legs? If the
former, I've padded the top of the fender with a small panel of leather,
which stopped rattling.

I've also solved the rattling problem, again, against the underside of the
crown, by dropping the fender a bit on those bikes with enough room under
the fork to allow this.
