The tires I have on it now are Compass Snoqualmie Pass, which are labeled at 700x44, and though I haven't measured them yet, I suspect they're closer to 40mm as installed on the narrow-ish Open Pro rims I have for now. So the answer is they will fit Snoqualmie Pass and fenders, though there are a few tight spots that I'm not concerned about, but if the tires stretch or I swap to a wider rim, which I intend to do, I may have to reconsider the fender solution. I've split fenders previously to get a bit more clearance under brakes, so I may go that route if need be.
I do have some BG Rock n' Roads, and they're labeled as 700x43, and my recollection is that's a true size, and I've previously tried to install them on my Sam Hllborne with these exact fenders and they did not fit. As this fork is supposedly a Hillborne fork, I'd expect they would not work. However, I have successfully run Rock n' Roads with Woody fenders that are split in fore and aft segments for better clearance, and they are not curved at the outer edges, so they work with the Rock n' Roads if you're the sort who likes to tempt fate by running knobby tires with fenders. If you search for me in the list archives you'll find pictures of that setup on my Hillborne. Measurement from the center of the bolt on my stem to the back of the Brooks B17n saddle I have installed on is ~30 1/8 inches - I have the saddle as far back as its short rails and the stock/generic one-bolt mid-setback seatpost that shipped with the Rocso.
