Except the cross-check fork has cantilever posts for 700c.
Correspondingly, I bet the axle-to-crown distance is significantly
different.

The only Surly forks designed for 650b have disc mounts and 1 1/8"
threadless steerers (Straggler 650b, Karate Monkey 27.5).
