If it were me, I'd build up an early 90s mountain bike with bosco's and flat pedals and easy gearing and a basket, buy the 59 clem (that fits you best), and call it a day. even though the clem L is cheaper than your custom rando, it's still a nice, expensive bike that there's no reason to sacrifice anything on. this way you won't have to deal with any annoying swaps or spend too much on something if your s/o doesn't end up using it as much as you anticipated. i am roughly your size and just got a 59 clem L and it's pretty amazing.
