My son was ready at 10, but he grew up in the forest and had helped me deal with fire wood for years. He was very responsible with handling an axe (and a knife) so he was definitely ready. Ultimately you have to make the judgement on his maturity, level and his capabilities. Your son sounds mature enough, I'd give him a shot with it, show him how to maintain it and monitor him, see how he takes care of it.
