I think it really all depends on where you like to put your hands. I love 
the Billie Bars too, because I like to move my hands back and forth. My 
wife only ever seemed to hold the end of the Boscos on her 52 Clem (10cm 
stem), so when I put her Platypus together I had two options ready: more 
Boscos on a 12-13cm Tallux or Albatross on an 85cm fillet brazed 
flaceplater. In the end I chose the Boscos for aesthetic purposes. No doubt 
I would have had to max out the stem to make the Billies or Chocos work. 
Rise was as big a factor as reach for her. You can accomplish the same 
thing a few different ways. With respect to the hand positions on the 
Boscos, that forward position seems to work best when the bars are angled 
down a good bit and/or low enough.
