Having some experience in this area I do not think Blue Lug's fears of
being on the hook for these fees are legitimate. It is understandable why
they would believe this, but there are several reasons why it doesn't add
up. The main reason being that these are import fees, and Blue Lug hasn't
imported anything. The customer agrees to pay when they check out, FedEx
takes on the liability, and then that liability is transferred to the
recipient of the shipment upon delivery. By withholding payment, one is
exercising a consumer right to dispute a controversial, potentially illegal
bill. Blue Lug can, and should withhold payment if they are sent bills from
FedEx, for the same reasons and the additional reason that their customers
would be the ones in breach of their terms of sale, which is not Blue Lug's
responsibility. FedEx would need to pursue collection from US parties who
in receipt of the goods.

- The invoices sent to FedEx customers are not expunged, rather, no payment
is due at this time, but that doesn't mean it won't become due.
- FedEx cannot issue two invoices to two different parties for the same
fees (this would be double dipping). I do not believe they can simply have
a "if this person doesn't pay, we'll go to this other person" scheme. That
would require them to credit the initial customer invoices and rebill
another party (blue lug). That would be extremely messy from an accounting
standpoint.
- If the charges are legitimate the invoice becomes due, again, this goes
back to the person who received the shipment. If they are not legitimate,
there is nothing to collect, and FedEx would need to get their money (if
they remitted any) back from the government (and theoretically issue
refunds to all parties who paid them)
- FedEx would refer delinquent invoices to a collection agency for payment,
who would go to the responsible party (the recipient of the package)

This is quite complicated, and from my perspective there is enough
uncertainty here to wait it out. My feeling is that there will be a mess
and that a lot of money was exchanged based on an illegal/illegitimate rule
made by someone who had no authority to do so. This will likely lead to a
lengthy claims process with FedEx and other carriers for customers who wish
to be refunded, and I just don't see that happening for many of us.

These are all my opinions, but I don't think they're uninformed. Obviously,
one must do what they feel is right, but I don't think handing over money
with this kind of uncertainty is wise. If the tariffs are legitimate, any
unpaid invoices will become due from the people who received them, and at
that point, I'd personally feel obligated pay!
